Origin Story
We didn't start out building regulatory intelligence. We stumbled into the problem.
While building energy technology at Meet George, we saw first-hand how fragmented and time-consuming regulatory research is. Energy consultancies, suppliers, and network operators were all doing the same thing - manually trawling Ofgem, DESNZ, and code panel websites, reading PDFs, and trying to figure out what affects their business.
The research was repetitive, the sources were scattered, and the answers were never contextualised.
We realised the same AI technology we were building for energy switching could be applied to regulatory intelligence. Not a generic chatbot - a specialist research tool that knows the energy sector, cites authoritative sources, and understands each user's specific business context.

Joshua spent 10 years working closely with businesses on their energy needs - first at THIS Workspace, then deeper into the industry. That's where he saw the pattern: energy professionals across consultancies, suppliers, and networks were spending hours every week on the same regulatory research - and still missing things.
He leads product strategy and energy industry partnerships at Policy Compass, working directly with design partners like Complete Strategy and BFY Group to make sure the platform solves real problems - not just impressive demos.
Co-Founder & CTO
Xiaoyi is building the AI research engine behind Policy Compass. With 15 years of full stack engineering experience and an MSc in Computer Science, he's designed a multi-model architecture that orchestrates specialist AI agents for different regulatory domains.
His focus: source-grounded intelligence. Every answer Policy Compass gives must cite authoritative sources - Ofgem decisions, DESNZ consultations, code panel publications. No hallucinations, no generic summaries.
